PCS Pet Travel Guide
Everything you need to know about moving your pet during a military Permanent Change of Station.
Overview
Moving a pet during a PCS takes planning, paperwork, and lead time, especially for OCONUS assignments. This guide walks through the process from the moment you learn you're moving to arrival at your new duty station. Use it alongside the PCS Planner for a destination-specific checklist.
Before Orders Drop
If you anticipate an OCONUS PCS, start vet prep now. Three of four common OCONUS destinations (Japan, South Korea, Hawaii) require a rabies titer test with wait periods of 30–180 days. Starting early means you're ready no matter where orders send you.
Key pre-order steps
- Confirm your pet has an ISO 11784/11785 microchip (15-digit). Must be placed before the rabies vaccination.
- Ensure rabies vaccination chain is current and unbroken (no lapses between boosters).
- Get the titer blood draw done at your base VTF or civilian vet. Send to an approved US lab (Kansas State, Auburn, or DoD FADL).
- Start the titer wait clock. Japan requires 180 days; Hawaii requires 120 days from the blood draw date.

Orders Received
Once you have orders (or know your destination), shift from general prep to destination-specific planning.
Immediate actions
- Contact TMO: Reserve pet space on Patriot Express if available for your route. Orders are not required to book. Pet slots are first-come-first-served and very limited.
- Contact base VTF: Schedule a pre-travel appointment. Your VTF will advise on destination-specific requirements and help with the health certificate and USDA endorsement.
- Use the PCS Planner: Enter your destination, pet details, and report date to get a personalized checklist with deadlines.
- Contact your sponsor: Ask about base housing pet policies, local vet availability, quarantine procedures (if applicable), and breed restrictions.
Transportation Options
There are several ways to transport your pet. The PCS Planner shows which options are available for your specific route.
Patriot Express (AMC)
DoD-chartered flights from BWI and SEA to overseas bases. PCS passengers only. Pets can travel in-cabin (soft-sided carrier, 20 lb max) or in the climate-controlled cargo hold (rigid kennel, up to 150 lb). Maximum 2 pets per family. Book through TMO as early as possible.
Commercial Airline (In-Cabin)
For small pets that fit under the seat in a carrier. Weight limits and carrier dimensions vary by airline. Typically the most affordable option but only available for small dogs and cats. Book directly with the airline.
Commercial Airline (Cargo)
For larger pets. The pet travels in the aircraft's cargo hold in an IATA-compliant kennel. Not all airlines offer cargo pet service on all routes, and some suspend service during extreme temperatures. Check airline-specific policies in the PCS Planner.
Pet Transport Service
Third-party companies that handle the entire process: booking, kenneling, paperwork, and transport. More expensive but can be worth it for complex moves (multiple pets, difficult routes, brachycephalic breeds). Costs are reimbursable up to the JTR cap.
Documents & Vet Visits
The paperwork is the most timing-sensitive part. Health certificates typically have a narrow validity window (often 10 days), so everything needs to be coordinated carefully in the final weeks before departure.
Common documents (vary by destination)
- Health certificate: Issued by a USDA-accredited veterinarian, typically within 10 days of departure
- USDA/APHIS endorsement: Official government endorsement of the health certificate. Required by most countries.
- Proof of rabies vaccination: Current certificate showing vaccination date, product, and lot number
- Titer test results: If required by destination (Japan, South Korea, Hawaii)
- Import permit: Some countries require an advance import permit application
- Microchip documentation: Proof of ISO 11784/11785 microchip with number recorded on all documents

Costs & Reimbursement
What it costs
Total costs vary widely depending on pet size, destination, and transportation method. Pre-travel vet work runs roughly $235–$560 (microchip, rabies series, titer test). Transportation costs range from $125 (Patriot Express, small pet) to $200+ (commercial airline in-cabin) to $1,000+ (commercial cargo or pet transport service).
OCONUS PCS reimbursement
Pet transportation expenses for OCONUS PCS are reimbursable under JTR 050107. The cap is $550 for one pet or $2,000 per household for two or more pets. Reimbursement eligibility for specific expenses may vary by service branch and circumstances. Always confirm with your finance office or TMO before filing.
Travel Day
Day-of checklist
- Arrive early. Check-in cutoff times vary by terminal, so confirm with TMO or your airline.
- Bring all original documents (health certificate, endorsement, vaccination records, titer results, import permits). Keep copies in a separate bag.
- Ensure kennel is labeled with pet name, owner name, destination address, and phone number.
- Include absorbent bedding in the kennel. A familiar item (shirt, toy) can help keep your pet calm.
- Do not sedate your pet. Sedation is not recommended by the AVMA or AMC for air travel.
- For Patriot Express: sign the AMC Pet Risk Acknowledgement Document (RAD) at check-in. You must retain custody of your pet until 45 minutes before boarding.
Arrival
What happens at your destination depends on the country. Some require inspection at the port of entry, others have quarantine periods (which can sometimes be avoided with advance prep), and some have straightforward release. Your PCS Planner checklist will outline what to expect for your specific destination.
Tip: Register with the base VTF at your new duty station as soon as possible. They can help with ongoing vaccination schedules, local pet registration requirements, and any follow-up needed from your arrival inspection.
